C. Artistic Performance
The conservation and development of artistic performance should be the responsibility of all Cambodian citizens. I am very concerned by the downward trends in this form of arts. To rehabilitate and promote artistic performance I think that we should not adopt an approach to conservation similar to the preservation of tribal arts. ...
This is very pertinent to the artistic performance to allow Cambodia to adjust to the waves of globalization and maximize the benefits for the Cambodian nation. Moreover, this will develop our national culture and arts so as they will become parts and parcels of the internationally recognized world culture. It is my conviction that the Khmer culture will not only be preserved but also widely recognized worldwide.
I have also noticed that the Khmer kite was on the Internet after MOCFA participated in the International Festival of Kites in France. When the Khmer kites are recognized as the World Heritage then it will be preserved and protected unlike the case of the Khmer martial arts.
To this end, MOCFA should increase its dissemination work by organizing direct performance or by using TV and Internet.

Original Khmer Angkor Rubbings are produced in a multi-step process. It involves two different sources of paper. The first type of paper, which forms the initial application over the mold, was originally obtained from China, where it was discovered by a Frenchman in the mid-19th century to be used as kite paper. The first layer of kite paper is applied to the relief and coated using a rice solution. While still wet, a layer of the thicker second paper, conventional toilet paper, is applied with another coat of rice solution on top. A second layer of the kite paper is then applied dry over the mold. A wet sponge is used to rub the shrouded mold until every carved intricacy of the relief is detailed. Next, a wooden mallet with its head covered by a sponge is used to pound the carving eliciting the tiniest details. With the mold still damp, a sponge is covered with a rag and is dipped into a solution of water and coal. And then the process of applying the color is initiated. The color is permanent-it does not smear or rub off.

Northeastern Kite Festival is held annually in early December at Huai Chorakhe Mak Reservoir, Amphoe Muang, the festival is featured by a competition of kite procession composed of local vehicles decorated with various kinds of kites. A beauty contest and an Aek kite competition are also scheduled. Aek kite (ancient yoke shaped kite) when flown in the air looks like 2 kites attached to each other. Activities include kite shows and cultural performances.

Buri Ram Kite Festival is held during the harvest season when the northeast monsoon winds blow across the region. Villagers come out to fly kites at this time and the festival is now an annual event. Buri Ram had its first kite festival in 1986. Villagers from around the area are invited to come and fly kites for prizes. A kite must be over 2.5 metres wide to be eligible. Kites are judged by their beauty, sound - making and flying styles. A grand kite procession is well worth seeing. The festival's venue is the Provincial Stadium, Amphoe Huai Rat, and is held in the second weekend of December.

Isan Kite Festival is held in the first weekend of December. Northeastern monsoon winds blow strongly during the harvesting season, signalling the beginning of the cool season in Thailand. A popular locall past time is when kites are flown in the villages. This sport has a long history and to preserve it, a contest is held to find the best kites called Wao Aek. The winner is judged from the design, the sound it makes and the flying style.

I-San Kite Festival takes place on the second weekend of December at Huai Chorakhe Reservoir in Buri Rum town.

  The Khmer "Thanksgiving to the Moon" - is held by the Khmer ethnic group of South Vietnam at the beginning of the New Year's Day, Khmer calendar (that is April). It involves visits to and ceremonies in pagodas, kite flying, dance and song performances, "du-ke" theatrical plays.
